Vancouver Teachers Collective Agreement

The collective agreement between the British Columbia Teachers` Federation (BCTF), which represents public school teachers in the province, and BCPSEA (BCPSEA), which represents the 60 public teaching bodies, expired on June 30, 2019. Currently, the only available version of BCPSEA`s new 2019-22 collective agreement. VSTA is merging our national language with the provincial collective agreement. We will provide the aSAP version that has been reported. BCPSEA leads the three phases of collective bargaining between the teacher and the public school (school district) – preparation, negotiation and implementation/administration. Sometimes an administrator (AO) may ask an on-demand teacher to cover another class instead of having the preparation time to which the person for whom he or she was teaching was entitled. This can be distressed depending on your local collective agreement. You should inform the VSTA office that such an application has been made. If you have any doubts or questions about AO requests, you should check with the VSTA branch. In a statement issued on November 8, BCPSEA Steering Committee Chair Alan Chell said that … The BOARD of directors of the BCPSEA was surprised and disappointed that the BCTF executive rejected the Ombudsman`s recommendations for a solution and did not advance them in favour of a vote on BCTF membership. We believe that this is a missed opportunity to work with the Ombudsman to create a way forward.

Vancouver School Board and Bargaining Council of Vancouver School Board Construction and Maintenance Trade Unions, July 2019 to June 2022, June 30, 30 BCPSEA and BCTF met with Mediator David Schaub on December 10-11 and discussed with the identification of topics the parties would discuss in the new year. After more than 50 negotiating meetings and in an effort to encourage the parties to engage in meaningful and productive discussions, BCPSEA asked the Employment Agency (LRB) in June to appoint a mediator. The LRB appointed David Schaub as mediator and the parties continued to meet on July and August with Mr. Schaub`s support and met a total of 69 times from the start of negotiations to October 1, 2019. Ombudsman David Schaub asked the parties to review some concepts and suggested that he would contact the parties in the new year to determine availability to meet. . The Ombudsman has requested – and the BCPSEA respects – a media blackout while the mediation process is under way. The Ombudsman has made it clear that the details of the report remain confidential and has asked both sides to consult with him by the end of the day on Friday 8 November 2019 to determine whether their respective leaders would recommend to their members to approve the recommendations contained in his report. In the absence of further progress on October 1, BCPSEA asked the Ombudsman to submit a report in accordance with Section 74 (5) of the Labour Code on negotiations between BCPSEA and BCTF on a renewed provincial collective contract.
